Taxi Licensing Changes May Flood North Yorkshire Towns with Ubers, Councillors Warned

Proposed changes to North Yorkshire’s taxi licensing rules could drive local taxi operators out of the industry and lead to towns being “swamped” by Uber drivers, councillors were told.

North Yorkshire Council is revising its hackney carriage policies to increase the availability of wheelchair-accessible vehicles (WAV) and comply with equality legislation. This includes drafting a new hackney carriage and private hire licensing policy and adopting an inclusive service plan in line with Department for Transport recommendations.

Stricter Requirements for New Registrations

The draft plan, set to enter public consultation, proposes restricting new taxi registrations to WAVs, electric vehicles, or potentially hybrids. This aims to address long-standing accessibility issues in the region, which wheelchair users say have caused significant barriers to daily life.

Ian Lawson, chair of the North Yorkshire Disability Forum’s Accessible Transport Group, highlighted the critical need for more WAVs. Addressing the council’s executive, he said decades of efforts had failed to resolve the problem.
“Missed medical and dental appointments, missed work commitments, and social isolation are the result of an inaccessible transport system,” Mr. Lawson said.

Concerns from Taxi Drivers

However, taxi drivers argue the proposed changes may backfire. Richard Fieldman, a Ripon-based representative for the North Yorkshire Taxi Drivers group, warned the policy could lead to fewer WAVs in operation.

“Many drivers will leave the trade altogether due to these restrictions,” Mr. Fieldman said, adding that drivers feel they are being unfairly penalized for poor past decisions by local authorities.

He also raised concerns about competition from Uber drivers, claiming that many operate under less stringent licensing conditions because they are registered outside the county.
“We are already being swamped by Uber cars in North Yorkshire. They have significant advantages over us, and this policy will make it even harder for local drivers to compete,” he said.

Low Usage of WAVs

Selby taxi driver Graham Watson shared his experience with a WAV, stating he had driven 260,000 miles in four years but had only transported six wheelchair users in that time, despite advertising heavily.

Calls for a Balanced Approach

Taxi drivers urged the council to consider alternative measures, such as adopting City of York Council’s policy, which permits low-emission Euro 6 engine vehicles instead of mandating WAVs.

Councillor Gareth Dadd, deputy leader of North Yorkshire Council, acknowledged the challenges.
“It’s a really hard circle to square. I’m keen for this to be a very open consultation where all options are considered,” he said.

The 12-week consultation will launch in the new year, aiming to balance accessibility needs with the sustainability of the local taxi trade.
