The regular update for providers and professionals working in healthcare services, sharing the latest guidance on COVID-19 and CQC's approach during this period.
The world of health and social care is changing. So are we? As part of how we're developing our next strategy, we have set out our latest thinking on a range of key areas. This document is a product of our engagement so far and presents emerging themes that we want to explore and refine ahead of a formal consultation in January. In a new blog, Care Quality Commission Chief Executive, Ian Trenholm, discusses how what we've heard so far has influenced our future strategy, and sets out how you can share your views.

Our provider collaboration reviews (PCRs) explore how systems have worked to meet the challenges posed by the coronavirus pandemic. The first 11 reviews focused on health and social care services for the over-65 population.
The next phase will focus on urgent and emergency care in eight systems. We will look at how providers are working together to deliver urgent and emergency care services in light of coronavirus, to share learning to support with the challenges of a second peak, and winter pressures on the health and care system.
For each review, we will interview a range of providers, including ambulance services, Accident & Emergency, NHS 111 as well as providers likely to experience urgent and emergency care services such as care homes and domiciliary care agencies.

Regulating during the next phase of the coronavirus pandemic
Our Chief Inspectors, and Deputy Chief Inspector and lead for mental health services, have issued a joint statement setting out how we will regulate during the next phase of the coronavirus (COVID-19) pandemic.
From 6 October, we will begin to roll out our transitional regulatory approach, starting with adult social care and dental services.
Our transitional regulatory approach is flexible and builds on what we learned during the height of the pandemic. The key components are:
• A strengthened approach to monitoring, with clear areas of focus based on existing Key Lines of Enquiry (KLOEs), to enable us to continually monitor risk in a service
• Use of technology and our local relationships to have better direct contact with people who are using services, their families and staff in services
• Inspection activity that is more targeted and focused on where we have concerns, without returning to a routine programme of planned inspections.
We will continue to adapt our transitional regulatory approach and remain responsive as the situation changes. We’ll also be considering longer-term changes to how we regulate, which we’ll explore through engagement on our future strategy.
We will keep you updated on how and when the approach will be rolled out in NHS trusts and independent health through future editions of this bulletin.

Latest COVID-19 Insight report published In our latest COVID-19 Insight report, we focus on infection prevention and control (IPC) in different health and care settings. We share good practice from acute hospitals around establishing IPC teams, personal protection equipment, and the ways hospitals have supported patients and visitors.
The report also shares emerging findings of the first phase of provider collaboration reviews. The reviews focused on care for people aged 65 and over, who are more at risk from coronavirus. We share examples of the way different places shared learning, how staff were protected, the way workforce capacity was managed, and how digital solutions were helpful in protecting and supporting people.

Coronavirus (COVID-19): Changes to Mental Health Act (MHA) interim methodology
Now that most of the national restrictions put in place in response to the COVID-19 pandemic are easing, we have reviewed our interim methodology for MHA monitoring visits.
As a result, we may carry out more targeted site visits to:
• help support our interim MHA monitoring
• speak with people that we haven't been able to talk to by phone or video call
• review ward environments
We will always consider any local restrictions before planning a site visit and will aim to be on-site for as little time as possible. Our priority is to ensure the safety of people using services, staff in services and our MHA reviewers. We are therefore taking the following measures:
• Thorough risk assessments ahead of all site visits
• Provision of PPE for colleagues undertaking on-site activity, and training in how to don and doff PPE correctly
• Training in infection prevention and control
Where possible, our MHA reviewers will speak with providers to arrange their visit, but, in some cases, our visits may be unannounced.

Updated brief guide for inspectors on long-term segregation
We have updated our brief guide for inspectors on long-term segregation following our thematic review of restraint, seclusion and segregation and a programme of Independent Care Education and Treatment Reviews (ICETRs). These have found that some people with a learning disability or autism who are being cared for separately in hospitals did not have their situation recognised as long-term segregation and as a result, they aren’t being protected by the Mental Health Act (MHA) Code of practice.

This is our fourth year of reporting on the experiences of BME staff to ensure equal access to career opportunities and fair treatment in the workplace.
We still have lots of work to do in other areas such as ensuring BME representation at senior levels and reducing the gap in bullying and harassment. We will be developing a robust action plan with the Race Equality Network and other colleagues to raise and accelerate our ambition in achieving a fair and inclusive workplace.

NHS and social care coronavirus life assurance scheme 2020
The Government has launched a life assurance scheme for frontline health and social care staff who contract coronavirus during their work.
The scheme pays a £60,000 lump sum where staff die as a result of coronavirus and had been recently working in frontline roles and locations where personal care is provided to individuals who have contracted coronavirus.
The scheme is administered by the NHS Business Services Authority (NHS BSA). Further information on how to make a claim can be found on the NHS BSA website.
